There are a few ways you can do this in standalone mode. If you know you will be working with a specific time signature, you can set your default time signature from the Preferences menu. To do this, press the Menu button, select the gear icon at the upper right portion of the display, and select Project Defaults. This menu will allow you to set the numerator and denominator of your default time signature. Now, projects you open will have these time signatures by default. This can be changed as necessary.

If you want to add bars of different time signatures to your project, you can do that too. To do this, open an empty project, press the Main button, and select the pencil icon to the right of the Sequence panel to edit the sequence. From this menu, you can perform several functions relative to your sequence. Select Insert Bars and you will be able to add bars of a certain time signature to the sequence as well as choose the number of bars to add and the location of the bars.
